There is no justification for self-defense in Michoacán: CNDH

The national ombudsman, Raul Plascencia hopes the federal government's strategy contains the expansion of the self and tranquility returned to that state.

The head of the National Human Rights Commission, Raul Plascencia found that there is no justification for the existence of self-defense in Michoacan and expects the federal government's strategy statement and contains the expansion of these groups.  

"There is no justification for groups of people (AUC) decide to take what they call justice into their own hands, in the country Article 17 of the Constitution is very clear in the sense to ban those forms of expression," he said.

The Mexican state must fulfill its duty and provide public safety to people, as stipulated in Article 21 of the Constitution, "they just decide to avoid falling into that kind of situation," he added.

The AUC is a conflict on public safety, "a situation eminently the field of public safety," Plascencia said in an interview with Milenio.

Commenting on the agreement that the federal government signed with the government of Michoacán to provide security in the municipalities of Tierra Caliente and the protection of its inhabitants, Plascencia said that while it is very relevant, more important are the results you can give.

"Hopefully the results are short-term so that the extension of this phenomenon is contained and can also be returned to the quiet state of Michoacan and their society," he said.

The national ombudsman explained that the CNDH is conducting an investigation which officially opened in municipalities with self-defense, to know that is spent on that entity and whether the State meets in realizing the right to public safety, as presented in the coming months.

 "We've been in 20 municipalities where there is a clear presence of the self, we have taken fifty witnesses and inspected the sites, we are asking for information to governments, local, state and federal and since it once all analyzed present the results, "he said.

He said that during their investigation they have not filed any complaints against the paramilitaries, people raised is the need for greater security.
